BOLIVAR - The Stark- Tuscarawas-Wayne Joint Solid Waste Management District board of directors has adopted a mission statement for the district as recommended by the district’s policy committee.

The statement, adopted at the meeting Friday, is as follows: to assure safe and sanitary disposal of solid waste for district residents and reduce reusable or renewable wastes from entering landfills within the district. This will be accomplished through the development of residential and industrial programs that educate, promote, provide, implement and improve recycling opportunities that will preserve landfill space now and into the future.

In other business, the board:

– HIRED Neil Rayner as a full-time recycling truck driver for Stark County.

– AGREED to re-advertise for an education specialist for Wayne County.

– HEARD from Donna Middaugh, Onasburg Township trustee, that the district gave trustees a grant for $35,000 in 2006 to clean up an area. They did not have to use any of the funds and released the grant back to the district.

– HEARD from Mike Abrams of Wilkshire Hills, who said he is not in favor of a regional solid waste management authority. He said it would not be fair to residents not to have all elected officials serving on the board. The district’s policy committee made a proposal to the board to study forming a regional authority.

– HEARD that on June 16 the Countywide Recycling and Disposal Facility in Pike Township, Stark County, will install inclinometers to determine the slope and study the effects on the liner from recent problems there.

– LEARNED Countywide was drilling gas extraction wells in June and that caused some odor. However, since the drilling there have been no odors. The last survey taken was July 4, and no odors were detected.

– MET in executive session to discuss pending litigation but took no action.

– SET the next board meeting for Aug. 3 at 9:30 a.m. in the district’s office at 9918 Wilkshire Blvd., Bolivar.
